NCCPIM Legislative activities during the Period of the action plan focused on two main areas:
i) Filling the gaps that lead to the impunity of human smugglers in the current National Lawswhen addressing the issue of Illegal Migration. NCCPIM working Group on legislative affairs suggested some amendments to a number of laws that would provide harsher punishments on smugglers. The amendments have been sent to the council of ministers for consideration.
ii) Drafting a Comprehensive law on “Combating Illegal Migration and Smuggling of Migrants”. The Law was approved by the council of Ministers on the 25th of November 2015. The Later has directed to launch a national awareness raising campaign on the risks of illegal migration.
iii) The Law aims at:
1) Endorsing a clear definition of the crime of smuggling of migrants,
2) Imposing Harsh Penalties on The Smugglers.
3) Protecting the fundamental human rights of migrants and their right for “voluntary return” to their country of origin or to a third country.
4) Establishing a trust fund for combating illegal Migration and protecting migrants and witnesses.
